Albania’s judicial reform 10 years on: Hope without justice

It is 3:40 p.m. on October 6, 2025. A judge at the Court of Appeal in the Albanian capital, Tirana, is reading out a verdict. Seconds later, three shots ring out in the courtroom, hitting the judge at the bench and sending people fleeing in panic. Astrit Kalaja, 62, later succumbs to his injuries. The ruling Kalaja was reading out concerned a property dispute dating back to 1992, a case that had moved through Albania's courts for more than three decades without final resolution. The man who pulled the trigger was 30-year-old Elvis Shkambi. Police said he opened fire after the court ruling went against his family — a ruling he later described as "scandalous" and the result of years of injustice over his family's property. Reform without precedent The killing came nearly 10 years after A...

How Philippines’ schools embraced German language

A German lesson is starting in a public-school classroom in the Philippines, and it opens with a greeting: "Guten Morgen," the teacher says. Students respond carefully, shaping unfamiliar sounds before moving on to short dialogues about directions, food, family and eventually, culture. German has a reputation of being a difficult language to learn, but this also makes it a valuable assetImage: Stanley Gajete/DW In a Philippine public school, that routine still feels unusual. German, after all, is more commonly associated with international schools or private language centers. But the language has quietly taken root in selected secondary schools due to a program launched by the Department of Education some 15 years ago with the backing of the local Goethe-Institut, an international organ...

Delcy Rodriguez, Venezuela's interim president, on Thursday said the first parliamentary vote on an amnesty bill marked an important step towards "peace and national reconciliation."
